The Roman conception of citizenship should not be thought of as something fixed or static. The Romans preferred to extend citizenship to the communities which it subdued during its expansion in Latium. As the Roman concept of citizenship evolved, two different types of citizenship came into existence. It can be seen that the grant of citizenship rights always had a political-military objective. All these issues are discussed in this video.
